Is it true that we can't mine ETH anymore on September 20th?

After the Merge, yes.

There would still be PoW forks, but no point as they're likely to be sold afterwards

all versions of phoenix miner detect my RX 590 (detected correctly on Windows, in the driver and in MSI afterburner) as an RX 5700XT so there is some kind of problem that makes the card crash very 2 days or so and having issues with the core speed.

The speed drops below 1000mhz and never goes up but MSI AB applies correctly the voltage.

Any idea?

Which version and where did you download PhoenixMiner?
Which Windows and graphics drivers?

I see on AMD  site latest for this card is Adrenalin Edition 22.5.1 or the one before that Adrenalin 22.3.1.
You could try one of those.

On the first page PhoenixMiner mentions:
AMD Linux driver 21.40.1 has a bug preventing proper setting of clocks and voltages on older cards (RX4x0/RX5x0/Vega/RadeonVII). Given that these drivers are also usually slower than the older drivers for these cards, we recommend using Linux drivers 20.30 for anything older than RX6000 series

miner stuck on dev fee, i think dev fee pool not accessible in my country

I take it you have downloaded PhoenixMiner from the first pool.
On which pool are you mining and which videocard?

Do you mean the pool fee the actual miningpool charges then no you cannot change that and if you mean the dev fee no you cannot change that either.

@PhoenixMiner, starting from epoch 512 I can't run my 1060 6G cards anymore. miner reports "Fatal Error Detected" and something about CUDA and then restarts. Tried various drivers from December and newest with the same result.

If you are mining ETH what does it say about CUDA and which OS?

The latest Team Black miner (v1.63 or later) still work on 6gb cards and windows 10/11. epoc (512)
But you need at least one card in the rig with 8gb memory.

it's windows and 6GB cards, enough for current DAG epoch.

Apparantly some miners have difficulties with 6GB cards. As I have stated above allready

But you need at least one card in the rig with 8gb memory."

Windows is prone to take more vram than Linux. Put Linux on a usb stick and boot from that to see if that solves your issue.

Otherwise I suggest trying different miners...
