I'm not so certain it's a good thing, considering that in lieu of the massively-tagged account, a brand new account trying to scheme newbies into his website would potentially have a higher success rate. On one hand, there is the constant "ban evasion" looming over future accounts, but on the other hand that takes time and is subject to circumstantial evidence (what of the argument, "i'm not related to gp and just advertising their service") if they're not going to sign up with the same network identification.
Instinctively, though, I want to say that I'm happy with the outcome.

Why I think there will be a ban evading event to be happening very soon, if it's not already happened.
Maybe check the last accounts created after today at 01:55:09 AM - that was the last login of the account. I don't think he/she will give up that easy.

Creating or supporting a scammer flag is actively affirming a set of pretty clear fact-statements. If someone knowingly supports a flag containing incorrect fact-statements, then that is crystal-clear abuse, and I will seek to have such people removed from DT ASAP. People who are habitually wrong, even not knowingly, should also be removed.

We as a community have decided that your email to h4ns in which you promised to refund his money constitutes a written contract, even if it is not a legally enforceable one.
