You are correct saying that Manchester United defense was poor in the last few season . defenders those not make any goalkeepers performance  worse I known sometime they make mistake that the goalkeepers could not amend but it doesn't mean that their the ones making the goalkeepers  performance poor. Onana is a good goalkeeper but he make some mistake last season but is not the defenders fault. Manchester United are making big  mistake for selling their good and only right back Aaron Wan-Bissaka to Westham  United. is going to really affect them on their defense this coming season, but we should not start judging because we don't known their new right back might be.

The purchases made by Manchester United in this transfer market prove that the club management is very serious about improving the quality of the team, bringing in quality defender can help Manchester United improve the solidity of its defense area. In addition to strengthening the back line, Manchester United also needs to improve its front line, goal productivity needs to be increased and prevent conceding goals. Manchester City and Arsenal have had tough competition in the last two seasons and maybe we will see the same in the next season. But my expectation is that Arsenal can win the Premier League title next season because they have narrowly missed out on the Premier League title in the last two seasons. I think the Premier League would be more attractive if all the other teams including Manchester City and Arsenal could improve and compete.

I applaud Chelsea's involvement in the transfer market this season. As you have noted, it doesn't end in buying players. You may buy many players but if there's no modalities to use them well, they will not be resourceful.
Chelsea should learn to give their coaches favourable conditions to stay and not to exit them after every season. If the management works with the crop of players Chelsea has now, they can be hoping to rebuild the club with the next 3 seasons.

They know that so now they immediately move quickly to make a breakthrough by bringing Yoro from Lille, besides the current rumors about them who will bring in the Bayern duo where de Ligt and Mazraoui are ready to be brought in to further strengthen their defense line which is still quite fragile.
Their decision last season to bring back the aged Evans was actually quite questionable for the defense but for this season I think they are better prepared despite the misfortune for Yoro because of the immediate injury that makes them unable to force him to play in the next few months but at least when De Ligt and Mazraoui join Manchester United then the defense is expected to be better than before.

Manchester United are trying to make some waves with their new players in defense and attack which of course is pretty good.
