In Russia, everything is done for a long time and clumsy. The government in Russia makes loud statements, however they are realized not in the best way. And often simply not implemented due to lack of funds or Executive bodies. I remain neutral on this issue. it seems that russia has already received some cryptocurrency for one of the payments you can make there, I see ethereum also created from people born in russia (Vitalik Buterin), so it is sure russia is proud to have cryptocurrency and can accept cryptocurrency for one of its payment.
I dont think it can affect that much, since Russia never banned crypto, and etherium is one of their products. They already used etherium since to enhance their ability to implement blockchain. I can't tell yet what will be the difference of it.

So im really excited to see what this will make to the actually market. Russia is a big market. But the russian people are traditionell an do not really accept new technologies or even other opinion.
