My voice for Ethereum and Ripple. These are the best ones. The profits maybe aren’t so high, but these currencies secure and safe. I am confident. I am going to buy some Ethereum Classic also. Let’s see what it will be.
There are no such altcoins IMHO, by the way investing in BTC is not safe thing too.
OAX or REBL can be a good choice. They are new and they have a bright future. And they are not pumped yet. So it can be safer. I invested in these 2 coins and waiting. You can do your owe research.

Safest i would say Bitcoin off course. Also Ethereum is a great coin and is quite stable.
Waves and Zcoin is like good coins, they seemed like an ethereum when eTH listed on the marketplace for the first time. But i don't wanna force you to buy, it all depend on you. You can do some research about waves and zcoin, their concept or whitepaper before you buy them.
Go for top coins like Ripple, Dogecoin and other low priced top Altcoins because you can invest while they're cheap but if you observe the graph, they're stable and pumping higher than most Altcoins.

Theres no such thing as the safest altcoin,investment is a risk higher risk will give you higher rewards.
In my opinion, the safest atlcoins to invest is ETH. As you can see, although most altcoin has been fallen down but ETH is still rising. And its price is still over $700 now. Because ETH is a coin which is developed with clear vision and right method. I believe that it still go up in the future
For me, I think the safest altcoin that lingers is Eth/Ethereum. It's pretty stable if I may say, and somehow on a midrange price if you're planning to buy one. Of course, investing on it will be risky, but if you're up for it, then no one's stopping you. 
I do not consider any alternative coin as the safest, I advice you to carryout proper investigation about the coin and the concept behind it from there you can know which one to invest your money in.

I suggest invest to this coin, waves and ethereum that I think is one of the most safety coin because this two coim increasing slowly and for sure it will increase more the price of this coin. But even it's safe coin better if you invest only the money that who are extra to make sure that your money is safe from lose because even it's have potential they have posibility the price decrease.
i am not looking to make a huge profit, just modest gains and minimal chance of loss. Any altcoins?

Stratis is the safest bet ever atm . Currently sitting at 1.4 billion dollar marketcap Meanwhiles Dogecoin ~1 billion dollars 
So you can think about investing in NEO and ETH, and these two are pretty good ones, and in general, there's not going to be a dramatic fall, because there's going to be a lot of people buying.
Well, if you're good with your thousands of dollar investment then you can push it into top ten Altcoins like Bitcoin Cash, Ethereum, Dash, Monero, NEO etc. That will make sense because you'll get what you deserve after months or even a year.
Otherwise, there's top Altcoins that has lower price like Ripple, Dogecoin, Oyster Pearl, Reddcoin etc. Goodluck
