For me i don't give people an advice on buying bitcoin at this level rather i will advice you to go for altcoins. But the only thing there is when investing in bitcoin your money is safe but in altcoins you might gain or lose all your money. But investing in altcoins will give you more money more than btc.

Actually it's the best strategy to buy when price is down, but do not expect the price to go down below the current price because the bitcoin market is already over sold. And the bear market will not last forever !!

I think not good time to buy bit its depend to you because most of people sell their coin thn buying because like what you said the price is high. But still its worth to buy right now because possible the value of Bitcoin is going to increase even more. But for me buying at this moment when the price is expensive is not wise, its better if you buy when the price is cheaper. If you got the money it's a great time to buy. This bear market won't last for long it's just the sharks shaking out the weak hands.
