It's not implemented yet.

Yes, the new block reward has been implemented. In fact it is in the previous release, which has been moved out of beta after a week of successful testing. The new reward system will begin Mon, 14 Sep 2015 06:00:00 GMT. At this time block rewards will increase to 10 SNRG and block times will be 5 minutes.
