If the advantage that soldiers had in gambling was just to wear away stress after war, then there is no need for the government to restrict them from gambling, but if there is more to it, for example, when soldiers start to get addicted and fall into debt just like the normal civilian gambler, then I think it's wise to cute them off the privilege to gamble.
