Chelsea for this season is I believe out of every competition next year and in the highly unlike case that they return to play well the maximum they can achieve is an Europa League or Conference League at best but seeing this recent form from them I highly doubt we will be seeing them in European competitions next year and even in Champions I think they will not go very far.
Arsenal has that game less than City which is going to play against Everton at home after tomorrow and is a great opportunity for them to extend the lead to Manchester City and consolidate their position for the title win.
It is true that Chelsea has had a difficult season so far and is currently out of all competitions for next year. However, it is worth noting that the team has shown resilience in the past and could potentially bounce back in the future. As for Arsenal, they are currently in a strong position in the Premier League standings and have a game in hand against Everton. If they continue to perform well, they could potentially challenge for the title.
