I breezed through it this week - the only game of some interest was the Zvezda - Milano one. Basketball often has heavy favorites, and I don't really like questions with basketball handicaps.

Did not discuss this with my colleague crypofrka yet but I am leaning towards allowing offenders to play but making tham pay some sort of disqualification fee, maybe in the same amount div 1 players pay. I am quite sure nobody would forgot to post answers if they had to pay 2.5mBTC for the privilege.
I'm not against it per se, but I'm against raising Div3 prizes at this point - and then we can't have big penalties because the penalty would be almost as big as the top reward - which would drive players away.

Well, maybe one day, yeah. The thing is that we reward a lot of players - practically all. Therefore, the top few prizes aren't that big and if you charge an entrance fee, you get a lot of people eventually playing for nothing in the end.
There is some wiggle room for us there definitely, if we remove one 3rd Division we'll probably slightly raise the rewards in Division 2 - which might be enough to introduce a small entry fee.
The bottom league (currently Division 3) will always be free to play.
