I try to keep perspective in this kind of market by looking back at where the markets have been in the past. That certainly helps keep me calm. If you are not trying to trade this market then holding makes sense as long as the coins you hold still have future value (speculative but based on your own research). I would only sell something in this market if something about the project changed or if you had reason to think the project could not survive the bear market based on financials and such. I have followed the altcoins scene at least for two years and my reason indicates that pump and dumps most times relate to US dollar trends initiated by ICOs which look for fiat expenses
I think the best tactic is not doing anything. I think that this way, people will manage to maintain their balance, well, or if there is a Fiat, then buy it very cheap bitcoin, because today the market prices are 2017.

I might want to share the extremely rudimentary strategies that I figure it can be pertinent when the emergency like this happen. Stop, look and listen. Look at the situation, don't just naturally decide, read and make some examination why these circumstances happened, and after that, listen to the informs with respect to some senior and unbelievable individuals in this crypto world. The markets are falling significantly again, is this still relatively normal and is the best advice just to HODL? Moving forward I think I will set stop losses on all holdings to protect my capital against falls like this.

My tactics when market goes down is very simply then i personally more invest to pruchase good coins because on that time you can find good coins on very cheap price and when market will go high then you can book your profit.

Indeed, the best thing to do is to hold. We should not panic just because major cryptomarket is falling, that's just oart of every coins' market value volatility and nothing's new with this scenario. Like what usually happens with the declines, their market value will eventually increase and patience is a virtue.
