The leaders do all the bad things you talk about. This is why there isn't any more peace and order than there is.
The USA was founded on the idea that the people are self-governing. This doesn't mean that we elect leaders, and that we are self-governing through the leaders. It means just the opposite.
For example. If the speed limit in front of your house is 25mph, who judges what the speed limit should be in a town 1000 miles away from where you live? It's a local decision, because the people are self governing.
In America, if the speed limit is 25mph in front of your house, and the cops stop a guy doing 125 mph, let's say it goes to court. The guy asks for and gets a jury trial. If the jury decides that it was okay for him to do 125 in front of your house, the jury rules. That guy can do it as often as he wants. Nobody else can, until they go through the same kind of trial with a jury that lets them. However, if there are enough trials where the jury says it is okay, the law will have to be repealed.
Who makes up a jury? Locals. They don't import jurists from Afghanistan. They don't even import them from 1000 miles away. We are self governing.
In the above example, the jury probably wouldn't rule the way I said. Why not? Because the people understand the dangers of driving 125 in a residential area, and they wouldn't want it to be done in their residential area, either. So, they rule the speeder guilty.
Who are the leaders? They are everyday, average people just like you and me. The judge in the trial is only a leader insomuch as he is referee that the trial is held in orderly peace so that the speeding question can be answered.
People are people. Why would you want some leader in the national government to dictate stuff that doesn't have anything to do with your life? For example. Get the Federal Government leaders out of dictating what you locals teach in your schools. You can decide better than they, for your local region.
