I think the moment is good to buy bitcoin. When the value only decreased at 8k2 and increased to 8k6 as at present. I don't think the value of BTC will plummet again like it did earlier this year. Even so, the market is unpredictable, always comes with risks, be careful, think carefully.
Crypto markets seems very unpredictable that I personally don't believe on "fear and greed" indicators which are based on hypothesis and doesn't reflect the real sentiment within cryptoverse!
Moreover, we should be aware that these indicators could be used by other people's personal agenda since it can influence the way most people think about current trends in crypto and in the end might affect their decisions whether to buy or sell their digital assets which could be detrimental to the parties involved. Imho.

You will be safe if your next move will be right, so the true outcome of buying now depends on your next decision afterwards. No need to wait it to dump more, because no one knows what would be the trend, just go on the flow and make profits even a little. It will up again soon because one of exchange sites is offering 90% off sale.
to make the most profit from it, you have to wait for price to get reduced a quater or half of current price so you dont lose.8500 dollar price now isnt really safe

try not to think too much about numbers like these.
this types of factors are just numbers that people have come up with to try and justify certain actions in the market. they are never correct apart from some coincidence happens and they happen to be in the same direction as the market went by pure luck.
we are in the accumulation phase even if right now it doesn't look like it. the same way we were in a similar phase when price was $4100 and was going up and down to $3000 and back up again.
News flash: No one knows when exactly the best time to buy is. If you think bitcoin has a future and in that future bitcoin has a higher price that it's price right now, then just dollar-cost average! May it be weekly, bi-weekly(I prefer this), or monthly. That way, you don't need to rely on technical analyses from people you don't even know if they actually know what they're talking about.
