Honestly I go back and forth on this. I think money moves to bitcoin during a bull run, which drains alts to an extent. If new money comes into the picture (ETF etc) then I hope BTC makes huge gains and alts may benefit too. I’d be happy with a bull of any type as this bear winter has been too long.

Yes, it's time to move again because market slowly recovered so for those who are like to involve it's not too late to invest or buy bitcoin, I believe this year had also a long run of high prices so everybody is earning good profits. 
I think to have a bull market up-coming is the best way to move all the money that you have in altcoins to bitcoin, because with market dominance of Bitcoin the market will go green, and the bull run with start, as far as I am concerned from the previous experience of the bull run more than 55% bitcoin was dominant in the market.
