This scenario is highly unlikely, that's not to mean that a draw in 90 minutes is not possible, but a goaless one is somewhat impossible, City score quite a lot of goals, and even though in their last two meetings with Chelsea they have only scored once, I expect them to all come out and attack Chelsea in the final and that will produce goals in my opinion.
But well if the game goes to penalties, it's more or less anybody's game, it's not really about the goalkeepers, but tbh, I would not like to see this game decided on penalties, it would be more interesting if there is a winner in 90 minutes.
