Natural selection is the best delisting machine for the useless altcoins and to be honest, we don't have wider choices as crypto enthusiasts, unfortunately. The slowly dying trading volume will not attract the smart investors and the exchange management will think about to warn the project developers for raising awareness for the project in order to bring more investors. Educating people around you will not let the shitcoins gain daily trading volume and without volume, the possibility of getting delisted from the exchange will be stronger from my experience. Only small exchanges will prefer to hold the low-interest altcoins but they will get rid of these useless altcoins if the crypto community boycott the existence of trading bots which manipulates the prices, the volume of the specific altcoins.
No need to spend your energy removing shit altcoins. They will slowly die a natural death by the time this market hostility is done with them. It will be the survival of the fittest. What every participants need to be concerned about is to avoid investing in these shitcoins and educate new crypto adopters.
These type of altcoins are basically pump and dump coin with fake volume which will soon die off naturally . No wise crypto investor is suppose to hold those kind of coin for long term hold, it is highly risky and one can loose his/ger entire crypto funds to such kind of crypto project. if crypto is tightly regulated that means it will lost its purpose which is an open source community and about freedom. Yeah there are so many useless alts out there but it is definitely up to the people whether they will buy them or not all the choice is in the hand of people. I think the issue is, we are the ones giving these useless coins attention thus making it possible for them to exist in the first place. Most people only think of profit thus investing in most coins which will later not work according to their target then they will turn back and lament. Let's check the number of altcoins coming up everyday and how many that are loving upto expectations? Like you said, some are nothing but hype and some of these hype were created by the exchange promoting them (in the case of IEO) etc and once done, the investors are to fend for themselves.

Useless coins and tokens will die on their own, play your own part by avoiding these coins and tokens, spend more time on learning how to detect bad projects that have nothing to offer investors or themselves than stealing money made from ico or ieo

Cryptocurrencies were created so that people do not depend on regulators. So that each person could choose a project to his taste and could invest in it. Now you are proposing to create a body or campaign that will be responsible for removing underused coins from the market. I believe that the market does not need it, any project has the right to exist, even if it seems to someone insignificant.
The developers of the useless tokens are just want to make quick profit and we can not easily remove them in the market. If there is voting option that we can delete the useless tokens. Maybe the market will be better.

I think this way too, right now there are around 6000 cryptocurrencies in circulation and almost 30% are coins that don't have trading volume. I just think this will provide an opportunity for new developers to enter the crypto market with good projects and new concepts. I strongly support the removal of Altcoin which is not desirable and useful.

Unfortunately, they cannot just be removed in the market as long as their are volumes in exchanges where they are being traded, developers are manipulating the volume so they can stay in the market and continue to give false hopes to their investors.
You don't need to worry, every exchange has their rules.
Those cryptocurrencies which have no volume or demands will definitely out in the market.
They will be delisted on an exchange, But let us not go all the way some coins/tokens are just sleeping and there are some golds on them.
