Counting on the current market, the only advisable altcoin to buy are: NEO, ETH, DIM Token and XRP. These are my favourite at the moment and must be kept for long term investment. Though the potentials of these altcoins mentioned above are my personal opinion and not investment advice.
Ethereum, Bitcoin, Ripple, Stellar are examples that you must have and also invest when you really want to start investing and must buy and become a priority when you want to make a purchase
Like other poster mentioned volatile market is big concern so choose any top 10 Alt from CMC with caution and you are good to go. Eth is top choice but if you really want safe bet then choose BTC over any Alt coins. make sure you are not buying someone else bags. 
The million dollar question man; I can't seem to always pin the right one. I think the market is too volatile to tell you need to constantly check that charts to tell of a possible break.
I think it makes sense to pay attention to qtum. The coin has a very large trading volume and a very good and dynamic development of the project, everything suggests that the coin is very promising and will show very good growth.
I converted 2/3 of my entire portfolio into BNB a while ago. It's got so many positive things going for it, I really think it can break into the top 3 marketcap eventually. Being on the #1 exchange just solidifies its position pretty much. That's not mentioning things like token burn, binance chain ICOs, actual working product and use case, DEX coming, etc.

At the moment I think Ethereum is perfect for this , especially at such a low level as now , I think Ethereum will show a bullish mood by the end of the year !

a lot of choices depend on your belief if I choose altcoin ETH which is still the best altcoin of price and value and it's all up to you of your choice according to your beliefs Normally I don't reply to posts like this because I'm not a financial advisor. But in my own opinion, I'm so bullish on ETH for long term. So for me the best altcoin to buy probably is ETH. This is with regards to its recent development and strategies.
Ethereum, yes it's the best Altcoin and many people will give replies and suggestions by buying Ethereum.It can be seen from the current growth that can rise even if only a few percent and that is a good thing, hopefully in the future it will increase even higher.
besides Ethereum, according to him, there are still some good Altcoin and now they can grow well.
Ripple, EOS in my opinion he can rise higher so they can benefit you.
There are a whole lot of Altcoins to buy to give good profit, you only need to do a little research and find out what the products are used for and if it is worth investing. Research helps in picking a good coin.
There are about thousands of altcoins which you can buy and invest into them but in order to make some reasonable profit from your investment, you need to consider whether you will be buying the altcoin for a long term hold and investment or a short term hold and investment. The reason being that, most of these altcoins are somehow shitcoins and their value can decrease within the matter of seconds. But as it stands now, Ethereum will be the best altcoin to buy for a long term hold and investment.

Ethereum is not a cheap altcoin in my opinion. But you are right that we should buy potential coins which have bright future. We shouldn't buy dead coins. At the time of dumping the price, we can buy potential coins with low price.
The best altcoin to buy is that one you believe in. To my mind there are some good altcoins in which you can invest and earn money fast. But I prefer big stories like BNB
You should look into the project Ampleforth.. they are still in testnet but I think it'll be a really unique system unlike anything else that is currently out there.
I did not find this project on coin market cap, then I found a few more information about the project. After visiting their website, I found it quite promising, thank you I will continue to learn more about it
