Safest is to buy from a friend of yours. I dont think is possible to buy it safer then that. Second best is to avoid third party, so you use decentralized exchange like BisQ.

You have two choices:

Purchase bitcoin personally from your acquintance.
Purchase it in reputable exchanges like Binance or Coinbase and after you received bitcoin then transfer it immediately in a hard wallet.

But since you said you do not want to purchase in exchanges which i wonder why since Binance do not require KYC, then choose first choice.

After passing KYC on the big exchanges everyone can buy the cryptocurrencies with the credit card. In another hand, buying though localbitcoins is a good option if you can find the "safe" seller. Changelly is expensive and high fees will result in the less Bitcoin which can be higher on alternative trading platforms.

but it will be require you to submit KYC docs, and i think the data will be safe if the exchange is legal.

Trading on the local exchange will not be as profitable as the trading on the big exchanges. If the exchange is legit, sharing the personal documents for the verification purpose will be the best option for both parties.

If you are a newbie trying to get in don't venture into decentralized exchanges they are really difficult to handle and it can be confusing. Go for big exchanges and try out with smaller amounts .
