You did not specify for what purpose you want to buy. If for long-term investments, then you can buy at any time and this is the most profitable venture, if you know what to buy. If in short, then guessing is difficult and 100% of the answer will not be.
After the recent news re. BTC China and regulators crackdown on cryptocurrency trading, we all know which direction bitcoin and alt coins are currently heading. I wish to buy Bitcoin and Altcoin when they hit the floor, but i am unsure of when the right time is to enter?
If you are going for long term i think this is a good time to buy bitcoin. Just hold it for a year or if you have a target price which i do hopefully will be selling at $10k. Hopefully by next year.
Try also to do some short trade. 
buying or selling of coins depends upon where the flow of market is headed to, but you can't tell at what rate the market will hit top,or bottom, this kind of observation took lot of effort ,you should have great knowledge about market and experience in it to know when to hit bull's eye.so rather than,all day waiting for market to go down ,just buy at the point where you find average lower down rate of bitcoin
Now bitcoins value again increasing. But some days ago bitcoin value was low down. Now bitcoin value high. So i think it is right time to buy bitcoin. If it is right time to buy bitcoin so you can profitable in future.

Your question needs to be in context. What is your holding period? One decade? One year? One month? One week?
There is never going to be a right time people always wait for the pricr to drop and then decide to buy the price falls and they get more greedy and finally it rises don't wait for tge price to drop is you have 0 bitcoins just buy it and hold it I'm sure you will never regret your decision the more you wait the more price will increase
True, at some point you need to take the risk, the price of bitcoin could always get lower or maybe not but the important thing is to get bitcoin now, you may be worrying about a few dollars but in the future when bitcoin is very valuable you are not going to care about that low amount of dollars anymore.

the right time is when the price is very cheap and directly purchased as much as possible and when the price is expensive we just sell. 
I guess now is the right time, not exactly right now but as soon as possible. If you want to buy Bitcoin then buy it now or as soon as it could be bitcoin value continues to increase, so the price of bitcoin will be more expensive. So before bitcoin is more expensive than now it's better to buy it now or as soon as possible.
Today bitcoin price dump so i tell today is right time to buy bitcoin. bitcoin price always increase it's price decrease but it not long time. so every day is right time to buy.
Well, you should buy if the price is dumped and its chance to buy a lot of bitcoin. If you are a traders and investors you would buy bitcoin when price become cheap because you would sell it when the price become expensive so that you could earn much income. As with most investments the "right" time to buy totally depends on what you want the investment for.
If its for a short term gain/profit then the right time to buy is at rolling average 30-day low point when the last bit of bad news was over a week before (which incidently for BTC was last week). You then sell at a rolling average high point but this strategy carries a greater risk.
If its for a longer term investment and you believe in the fundamentals of the investment then the correct time to buy is straight away and hold on for the ride!
While you are right in your third paragraph at the same time you can choose to wait for the right opportunity to buy, that way if the price of bitcoin goes down a few hundred dollars and you buy at that moment then you will be in profits a lot faster compared if you just bought at a random time. I think the right time to buy bitcoin is when the demand is not too high. High demand causes bitcoin to price up and it is not a good strategy to buy bitcoin on a time where the price is too high when you can wait until prices drop.
We never know bitcoin prices later how, but I'm optimistic that prices will always go up, currently priced under $ 4000 and I think this is a good time to invest bitcoin. I'm optimistic januari 2018 price will reach $ 5000.

The buy level depends entirely on your ability to predict the markets, very few traders give such an specific price since that can change very rapidly especially when we are talking about bitcoin that has such big movements, especially at this time where there is so much instability due to the recent news.

In my opinion if btc going decrease this is the time that i want to buy btc becuase i know that the value of bitcoin going increase again double or triple or maybe if it happen i will become rich like others hopefully . 
i think anytime you will buy bitcoin ( in good price ) you will get profit from it but the time is very important , also the best time to buy is when the price decreases and is at the lower enough rates.
I think the right time to buy bitcoins would be right now because it is going down and the right to sell them would be after they go higher again like a week or two i think it will go higher and you can make profit out of it.

everytime, always, all the time, everyday, every week, you can go on and on. this means acquire bitcoin when you have the fund. because while you are thinking, the price could rice in the next minute.
Yeah you are right about volatile nature of bitcoin i.e. their prices continuously fluctuates in the market. So we cannot fix any standard time to buy bitcoin because of these variations.
