Bitcointalk is the best place to research for new ICO . There are many good people spot scams and good opportunites.
Social media is not good for research cause there are a lot of spammers.
I always use the CoinDesk site, it has an ICO tracker but you need to download it. This shows additional data points such as ICO open and close dates, websites, whitepapers, and funds collected. I mostly see the new ICOs from the ads that usually are in the forum ad, website ad, articles, retweets, ico-alerts website which lists the new ICO and some of them review them, and if the review is good it motivates me to invest? no, it motivates me to start reading and researching about that project, checking their whitepaper, roadmap, what are the team members behind the project, what experience do they have and are they trusted if they are known for the public. Some people may hate the signatures in the forum but to be honest it helps spreading the word of a project and I do click in signatures if I see something interesting.
Bitcointalk is the best platform to find about new ICO. But if you want to find out about the most useful projects, you should contact the other resources that give some ratings to the ICOs
