I'm confused by this. If .0025 BTC is $x price according to the average of exchange prices (preev.com) and I go to Coinbase to buy .0025 BTC for that same $x price + $0.30 in transaction fees, is that a premium price?
Coinbase is a trader. Not an exchange. 0.30 USD is the service charge including Tx fee.

It is the same difference between an exchange and a trader in Stock Exchange, e.g. NYSE is a stock exchange, where u may consider Goldman Sach or JPM Chase are traders.
IMO BTC-e is a big risk, owners are unknown also the location of the company is unknown.
True, but releasing the office location and identity of the owner don't guarantee it is a legit company (best example: mtgox).

TBH, this doesn't seem right at all and so I would rather stay away from it.
