Good question. It is only for people living in the European Economic Area:

Verification is processed by a certified payment institution, they are under strict regulations relating to the protection of personal data imposed by the European Central Bank. Your uploaded verification documents are immediately transferred to the system of the payment institution. After this we delete the documents from our system, however we keep a RSA encrypted backup. The private key for restoration of this RSA backup is stored in a secured vault (far away from the backup itself and our online platform).

I can recommend our exchange CleverCoin for everyone living in Europe.
Registered company in The Netherlands with Euro payments processed and held by a European Central Bank certified Payment Institution.
Fees are 0,3%, of course we have a verification procedure.
This is really nice opportunity to BTC users but Is it provide Exchange service to all over the world or This only for European people . Verification is very important here we can trust on it Smiley

I'm brand new to the whole bitcoin experience, but I use Coinbase as my exchange.

To be honest, CoinBase is not an exchange. They are trader who buys from exchanges at cheap and sell customers at a premium price.

I'm confused by this. If .0025 BTC is $x price according to the average of exchange prices (preev.com) and I go to Coinbase to buy .0025 BTC for that same $x price + $0.30 in transaction fees, is that a premium price?

Coinbase is a trader. Not an exchange. 0.30 USD is the service charge including Tx fee.

Ok, I'm a noob and still learning about bitcoin and I didn't realize there was a difference.  What is the difference between an exchange and a trader?

It is the same difference between an exchange and a trader in Stock Exchange, e.g. NYSE is a stock exchange, where u may consider Goldman Sach or JPM Chase are traders.

IMO BTC-e is a big risk, owners are unknown also the location of the company is unknown.

True, but releasing the office location and identity of the owner don't guarantee it is a legit company (best example: mtgox).

To the least, we know btc-e have been operating for years and there are not many complaints.
yeah you are right BTC-E is providing good service from last many year's but I don't trust on site because nobody is stable here because of their greediness. but I can wish it will pay us good service for us to long term Smiley and stable here for long last Smiley

You may take a look at https://bitcointalksearch.org/topic/coinbase-buy-price-is-pegged-to-bitstamp-392422 and you will see Coinbase was just buying and selling bitcoin on other exchanges.

you can see today's exchange rate on Asmoney it is really good we can earn there good money if you guys want to exchange BTC to $$
current rate on site is "Per Bitcoin 386.17 $ ". i think this really nice rate this time as compare to other Exchange sites Smiley

Why is the site paying you $386 for 1 btc, when the bitstamp price is just $345 now?
What did I miss?  Huh

There must be some sort of untold/hidden condition.
This is a new site in the market and wants to get some traffic on site for growing their business Smiley and wants to make good relation to members who use exchanger site to exchange their BTC/$$ most of time Smiley . Try it hope so you will surely like this and I think in future they will do same rates as compare other sites

Now the rate on Asmoney is $383 while the bitstamp price goes up to $356. TBH, this doesn't seem right at all and so I would rather stay away from it.
