Those people are either out of mind, or have money which they don't care about.
I don't think ICO get a much fund this days, even if they get, you must have to admit then the project is something good. However, I would never invest in any ICO now.

People still invest in ICO, some good ICO still turns out a good gamble in the short term. When I had enough money before I loss much on ICO, I remember accumulating much ICO which are now worthless.

I don't actually invested on the ICO but I can say that whoever have invested on this kind of thing is surely sacrificed some huge amount of money hoping that they will get a huge amount when it reached the moon. Those price are actually unpredictable but most of the case instead of the moon, they fall at the bottom of the Earth Pit.

ICO investors were mostly retail to begin with but these offerings quickly attracted private equity and VC funding as they gained popularity, however, the focus is now starting to shift from this type of funding model to IEOs which have an individual cap and don't typically include private sales that attract larger institutional investors which can be more beneficial to participants if the project has long term viability

The investors who believe about the project of course. For example, there is an ICO based in your country and they have press conference about it,
then you believe that the project will be success in the future. It will be not weird if you investing on that ICO.
Bcnex ICO is one of the example, it is a legit exchange platform in Vietnam. There are many investors already investing in their ICO that currently running.

If a project has a working product, most especially one that would interest those who are in this space and are technologically inclined, it will attract investors and such will grow organically come what may.
Such coin does not usually yield to pump and dump, except the general market itself is being manipulated.
The problem is those kind of projects that have a good product will easily attract investors without the need of creating an ICO for that. A project that is good will stand up in the cround and people will see that which I going to attract investors. Most of the ICOs created now use fake products and lie to people to attract investors and then they manipulate the market of their coin to seem like it wasn't their fault.

I know that most of todays traders are here just to make a quick buck, they dont care about the project, or the idea behind the project, they just want "PUUUPM" and "MOOOON". And with all the scam ICO's that we had in the past( my personal favorite BitConneeeeect) people have lost faith in ICO's. But still new ICO's and new ideas are being published every day, I've seen on some projects that i'm following that they reached their soft or hardcap, but what triggers my mind is: Who is investing in those ICO's, what is the one thing that lures the todays investors into investing in a certain project?
investing during ICO when walking is indeed a high risk if the project fails, but on the contrary if the project is successful then the profits obtained will be very large. choosing to invest in ICO requires high precision and trust and considerable experience, because now many ICO projects are deceiving. usually investors are interested in projects that have high innovation and attractive and profitable prospects in the future, because they believe the project will continue to grow.

Anyone who knows what investment  is in the digital world. They actually know what investment could ring to them and also know it worth so there is nothing to be scared irrespective how far things are going.
those who knows what will be the possible results will continue to invest as they will take the risk, chances to earned will be at stake
you can move forward only if you have really good understanding and you have skills to play with the market trends, ico's needs to
have a lots of courage to invest.

Those that invest in ICOs are the risk takers in crypto. These set of people invest in ICO for the purpose of getting huge returns but recently ICOs have failed in this regard because most of them are scam and investors loose their money.

I did in the past and would still do if I find the project promising. Good ICO's are easily filled to hard cap and have a large hype on getting listed on an exchange.
Most of the projects I invested had yielded me profit except for some which I'm holding but their prices are decreasing everyday.
Though even a established and promising team sometimes fails to deliver, still ICO investing are profitable if you are able to choose the correct ones.

in my opinion, only large investors who want the value of the project to increase and make big profits that dare to invest in ico, for ordinary people may still doubt the future of ico. and it is no exception that sometimes the developer team also invests in the project in order to succeed the ico.

Every people that is willing to double thier money, they are the ones that invest on an ico's . Some of them are experienced investors and some are newbies but i think even newbies do also have a brain to understand that ico's are too risky and the sad part is that they still continue.

Same as on exeperienced and veteran investors , they do take the risk but sometimes we cant blame them because its also hard to differentiate a scam from legit ico's .

I prefer doing bounties than investing money,it is less risky,I had been investing in different coins and ICOs and lots of thouse tokens are still under their Ico prices,so I am having some losses now and I am trying to recover them by doing bounties of promising projects.

I think its the bounty hunters who invest heavily in the ICO's and some new investors who don't know much about risks in the crypto world and they invest. Though the investments in ICOs is not bad but it needs a lot of investigation before making the investments. And if everything is done properly then it can be one very solid investment.

Various big players and various companies are still investing in ICO`s, but before investing, they do a lot of work, namely, they study companies in order to know can they trust these companies and invest in them or no, they also meet with these companies and their teams to protect themselves.

Who invests? People that believe in these projects. Truth is, a lot of people see the potential some great projects possess - which sets them apart from the scams and money grabbing projects. When you see a project with an undeniably amazing use case and a team capable of delivering a working product just like this, you'd be amazed at the number of individuals willing to support such a worthy cause.
Gradually, we're becoming more like traditional investors.
