It depends on the government of any country if they will make it illegal or not. Some countries are making it illegal and they ban it. Some regulate bitcoin so that bitcoin will be safer than ever.
It all depends on the Government of each country. But maybe if in my country Bitcoin very difficult to declare legal. Because the Government in my country is not very supportive of the existence of Bitcoin in the community. But I hope someday Bitcoin can be legal in all countries and nothing else forbids the existence of Bitcoin.

whether bitcoin is declared illegal in India or any other country is really dependent on what that country is into, and what they stand to gain from it. if they feel that they can effectively regulate bitcoin then they may not ban it.

Black money is one of the greatest issue in the Indian economy.Government concern about the fact that black money can be converted into BTC.
So it is quite impossible to regulate the tax system if BTC were declared as a legal tender. Government of India will never declare BTC as the legal tender of RBI. But it is always legal to use the exchange sites to exchange the BTC in to INR,while you are paying tax on your income.
As per some source I can tell that some IIT(Indian Institute of technology)and ISI(Indian statistical Institute) are trying to track(or maybe tracking) each BTC transaction.

don't be so confused if bitcoin is legal or not as I can say is it depends on the country or how the government manage their
places because some country use bitcoin in a good way but others are not they really abused it that's why the government declared to their country

Using bitcoin just being said through offline would really be just a dream.If you mean offline then you are pertaining for it to be used physically which we know its an impossible stuff considering that bitcoin is really just designed to be a digitital currency which means having a physical form would really not happen and thinking off 21 M supply is not really sufficient for it to be considered to have a physical form.Its decentralized feature will entirely be lost.

In our country try bitcoin and other crypto currency is now under investigation and consider as asset and to protect the right and ownership of the investor, they are now looking for a way to make it legal with a law....
You are just mentioning here about ICO or investments which is making some regulation to protect its citizens.

We all want it to be legal tho. Maybe the government just want bitcoin to be taxed and thats the main reason it will be decided if it will be banned or not. If there are some third parties that can benefit both the government and the people, i think there is no need to illegalize it.

I don't understand. The idea of creating bitcoins is to be independent. Why do you need legalization? You want to depend on the government? Through the regulator they make people their slaves. Then why do you need bitcoin? Use Fiat. Lol. It seems to me that we should not agree to any conditions for the regulation of cryptocurrencies by the government.

I think the company of bitcoin has already declared as legal enity which has a authorization from the government to operate and deal with the investor.
Bitcoin complies all requirements needed so they have a certification which recognize them as legal entity.

This  issue is just a matter of time. The future of bitcoin's depends on real supporters of bitcoin, all bitcoiners eventually is making the foundation of bitcoin solid, bitcoin will be legalized anywhere in this world that has access in internet if they will be able to recognize, realize and distinguish the real positive benefit of bitcoin. Based on the reasons above it is very clear that bitcoin is legal.
I will support bitcoin as legal. Bitcoin has a big part in economy and it is beneficial for investors.
Most of the countries banned bitcoin are communist. Because they just want to protect their own currency and ashamed that bitcoin will surpass their  fiat. This might some reasons governments don't allow bitcoin to be regulated.

Let's think of, if many supermarkets, restaurants etc. Using bitcoin as a means of payment then the government will definitely consider to legalize bitcoin.

The most important factor is if bitcoin is approved by the SEC as legal tender. If so then bitcoin will go to many US stock exchanges and then will be followed by the world government, I'm sure bitcoin will spread faster with just one recognition from Donald Trump. Many developing countries are waiting for this momentum but no one dares to actively speculate unless Japan has fully regulated bitcoin.
