The guy selling that card on Allegro is saying the same as the op, a flexible card with a changing limit. Might be him, trying to scam some more victims.

No such thing, it'd break EU law. You can buy cards in the UK identical to the bZWBK ones without ID, it's not some special polish thing, they're just easier to find there.
The ING cards seems to exist but they're hard to come by.

It takes quite some time to escrow a purchase, most people wouldn't like to take so much time and pay a small fee when their seller seems trusted.Come on, how can appear to you trusted a guy w/o trusted feedback... escrow in these cases IS a must

These unlimited cards are shady as fuck, as far as i understood, they are sold only in PLN currency, so maybe it's a card dedicated to polish people, not an anonymous one that you can buy and resell.
