No, some block explorers aren't reporting it properly. This shows the right hashrate:

The hash rate has not changed at all since the fork.  Wondering if there is some delay on that.  I guess if the slack pools have not updated we could see that lower over the next few hours.

It looks to me that his fee is simply higher than the amount of dust and therefore the sweep_dust command doesn't work.

So what does it mean to flush_txpool?

Sometimes you can send a transaction that gets stuck and that lets you clear out your node's transaction pool so you can reuse those coins. The main use for this was a bug in the earlier 0.9.x releases but it can occasionally happen for other reasons. Normally you wouldn't need to use that command.
