Yes, I've used it on Windows. There are currently no prebuilt binaries as stated. You have to download and install git, go to the program files/git folder, open git-cmd, and git clone https://github.com/whphhg/vcash-electron.git
Then, download and install node.js from whphhg's link and put the files from the program files/nodejs folder into the progam files/git/vcash-electron folder. Then, npm install and npm run app work when you're in the vcash-electron folder with command prompt.
That's how I got it to work anyway.

The explorer is right, your balance is wrong. Rescan your wallet.If you have multiple address with balances you will need to check each balance one at the time with their address on the explorer. You can try to send the whole balance to regroup your coins, if you get an error while tryin to transfer the whole balance, this means your balance is incorrect.
