First of all, you have to have the minimum maturity age required (which is your case) to be able to compete with other blocks for a stake. Percentage value doesn't say anything about a completion status - it recalculates with every new block.
All depends on quality and quantity of your connections, MemoryMaxOrphanvalue etc...

Wallet restart would help.
