But after ETH fall in last month main question not details.
Now it's very unclear is it possible at all or not?
Buying power of collected currencies falls x2 and first stage investors are very disappointed.

Real project could be much smaller than advertised and without real exchanges (only P2P) we almost guaranteed for price drop after ICO.
If anyone think that 'green and freecooling' drop will be better that usual post-ICO drop... it's up to you

You have kinda short-sighted. This reserve fund is necessary for an event of  unfavourable financial conditions and problems in mining industry. It will be enough to  maintain the mining center without any income for a couple of months.
What can happen?
I m trying to explain you that the reason to create the reserve is to avoid a situation in which short-term operating costs cannot be covered due to unfavorable market or mining conditions and to provide a certain leeway that will allow for the possibility to wait out a temporary downturn that could make it impossible to cover costs.  So the investors are sure that there wont be any problems at the start of work ‘cause of short-term external factors.   
Can you give any examples of situations when the reserve funds can be used at the start of work?

Make sure you read page 27 of the White Paper (https://minerone.io/doc/minerone_whitepaper.pdf) about Company Reserve. There are some examples of possible unpredictable situations that may occur, as well as a general explanation on what the reserve is going to be created for.

Why did the company decided to stop using the water cooling system for mining centers, if this method is the most optimal today?

In Luleå, where the mining center will be located, air is cool (average annual temperature is 2C) which keeps cooling costs minimal.
