It seems like it. Their blog says they will make another attempt in the next few days, and the status page says the website still has degraded performance.

Thanks for the update @Kraken-Septimus, i have done as you have requested. There is suppose to be another bank tranfer deposited with kraken that is not showing made over a week ago.
If the transfer does not show and the other transfer not relesed from being onhold by middle of this week i will be forced to contact my bank to reverse the deposit.
I really really dont want to have to do this however the lack of support for such matters is deeply concerning. This is peoples money you are playing with and you shouldnt be taking liberties with it. Karaken should not be letting people register if they cannot administer the accounts. Other exchanges have been doing so and atleast you know where you stand with them .

I have escalated my ticket (1099365) as suggested and am still yet to hear back with any updates.
Funds were sent on 15th December. Victoria confirmed receipt of funds on 21st December.
