oh so you are not fully synced, you will see all your tx when you are fully synced. I will suggest that you try sending when you are fully synced. Does your wallet shows your balance as 999 MINT? that might be the reason you cant send more than that. MINT wallet shows wrong balance while syncing.

there is no error, but you can not see the transaction as if nothing had happened, maybe I need to download all the blocks

I think the block explorer shows the inputs you are spending. If you go to a particular transaction (https://chainz.cryptoid.info/mint/tx.dws?3979860.htm) it shows this


On your address page you will see both sent & received increase when you just send 999 MINT, as change from an input is sent back to a new address in your wallet. Your balance is what it shows on your address page you linked above. I hope this helps.
