My assumption: counterparty runs a patched bitcoin core server that is maybe a version behind bitcoin core(?). The "official" counterparty network would follow the bitcoin core network. I'm assuming they would have to ensure that xcp assets would only run on one network (i.e., an update that excludes one of the networks). Someone would have to develop a patched version of Bitcoin Unlimited (or whatever) to run on that network ongoing. 100 bcy to anyone who validates/invalidates with elaboration.

In the event of a catastrophic failure of the Bitcoin network, Counterparty does have the technical capability of “freezing” balances and migrating to another blockchain, like Litecoin for instance, with relative ease.

another possible option ("in the event of a catastrophic failure...") is for EDS to move the cards tokens to another platform, like eg Storj, that is migrating to Ethereum
If this is possible, and relatively easy, they should just do it anyway.
