I think the devlopers will launch the project in only some of countries but after the success of the project they can lanunch it globally too so it's depends on the devlopers and the succes of the project.Your roadmap isn't the sortest one, although it's a very realistic plan. Back in early 2017, this domain ( www.cargocoin.io ) belongs to a project called cargocoin and it was about providing a decentralized and distributed high performance NoSQL database backed by a blockchain ledger. but it disappeared after new months.

No , it doesn't necessary mean that this domain ( cargocoin.io ) belongs to current cargocoin's team, it was different project, maybe someone else work on other project using the same name. The word cargo is common word, So anyone can think about it. there is no evidence who was the team behind that old project since most information disappear, I can only find a thread on bitcointalk. But yes when you pick a name for your company you should always do a research about that name.
