I think there are skins that are free and there are also paid skins, usually paying skin is a rare or unique

I think SKINCOIN has no spesific relation with steam, but SKINCOIN as digital currency that can subtitute game item for betting in a betting site. So the Player can choose to exchange the SKINCOIN to game item or cash out SKINCOIN to real money.
