It is a two man team up until the Alpha is released and the ICO has gone live (1.5/2 months at most). Once the ICO funding has completed, we will use 20% of the budget for team expansion (as per costs breakdown allocation detailed on the website and in the whitepaper). We are very keen to attract the best talent in the industry to ensure we deliver a robust product. More information on our recruitment plan(s) will be released nearer the time.
The minimum they need to start the project I believe was 50ETH. Now that they haven't got the amount, are they still going to go on or refund the investors who own that 20ETH? They could just disappear for the third option

As mentioned a few times before in this thread, the purpose of the pre-ICO was to gauge interest and raise funding for promotion/marketing of the project in preparation for the main ICO. Development of the Alpha version has been underway since a few weeks now and is shaping up quite well. Disappearing is not an option, we are committed to making sure all investors make a return on their contribution.

Nope. Its clearly being posted earlier before the Pre-ICO that you need 50ETH for it to get started. If you don't need anything of a minimum amount why need to have a Pre-ICO when you don't expect anything?
Please do quote the text where you read this? This is not the case at all. There is no mention that we require 50 ETH to get started. 50 ETH was just an arbitrary hard cap on the pre-ICO.
The pre-ICO funds serve the following purposes: (1) give early investors an advantage of backing the project (bonus tokens), (2) raise funding for main ICO promotion, (3) gauge interest in project
All 3 goals have been achieved.
We don't need a minimum amount to get started because we have invested our own money to set up the Amazon AWS infrastructure, developer licenses, etc, that is money we will be looking to recoup once the main ICO funding has completed. As for the pre-ICO funds, these are exclusively to be used on promotion and marketing (as mentioned in point 2 above) and in light with full transparency, we will be releasing a full breakdown of expenditure including invoices to show how and were that ~21 ETH was used.
