There are several developments going on at the same time but no media or public announcement in the past few weeks due to the situation.

thought this coin was dead.
Isracoin is very, very much alive.
We are working and developing infrastructure, while keeping quiet on the media side at the moment (especially in Israel) because of all the craziness that has been going on in the past 6-7 weeks or so. There's just a time and a place for things, and this wasn't it.
We expect to provide updates this week on what is in the works.

Good news, the more pools the better 
There's a hidden pool somewhere. I looked at all the pools in OP and can't add up to the 382.36 MH/s net hash rate.
I think you're right. The net hash rate has been hovering at about 500 to 600 MH/s I've noticed that too.
Perhaps multipools that payout in a different coin? Be harder to find...
There're also P2Pools but the hash rates still don't add up.
