Yes. They can create the proof of Existence for anything related. It still has to be acknowledged in the end by the legal authority in charge with recognising patentsproof of existence will be done with the articles submission?

How about adding a system for reports after completing a grant? To ensure there won't be any scam-scientists robbing the investors.

Well they will have to submit a proposal which has to Be reviewed by professionals. Once it goes through, it will be submitted to the power of the crowd.
