Since 2014 there is already Einsteinium (EMC2) which is a coin designed to reward science and education. EMC2 is a PoW coin without any premine and already totally decentralized, with a good capitalization, good volumes and an excellent team with an exciting roadmap. These ideas where the network's coin should only serve as a currency to fund certain things don't work. You have to tie the currency into an ecosystem that represents a compelling use case. That way the coin has a tangible reason to exist.

Yes. They can create the proof of Existence for anything related. It still has to be acknowledged in the end by the legal authority in charge with recognising patents

Your publishing platform is very unique, especially when it comes to failed hypothesis
Yes, nobody does it and that's one of the major drawbacks in science and academia. So many people/research groups pursue the same approach and fail at it, yet nobody makes this information public. It would be to the benefit of those who support science and scientists to have negative results/failed hypotheses published

How will you make a decision on whether to publish the results at all?

Before publishing the paper will go through a peer review which checks if the hypotheses are valid or not.
And it the end the Editor of the journal will have the last word if an article is published or not.
