Not entirely. I think you just need the envision of what kind of product you want to build, then there will be advisor helping you build it.
An idea, or a business idea for that matter, is totally different from the logistics of programming and developing software. 
Unless the software developer knows anything about business, wherein if he can actually afford to become a businessman or business owner, I'm sure that software developer will crossover and pay someone else to do the software programming and developing instead!

been reading about neural networks lately and i have been seen there a lot of itthe function of your ASI is like to help process one decision and send to developer how is the AI data set improved on

I learnt engineer.ai uses multiple CNNs to collect data to help improve their AI
