I think if you work on your Project very thoroughly, it is very easy to weed out fakes. So i really don't have any concern regarding to fake rates issue.

There's always a way to cheat in almost everything but if they develop a good system it sholud work well in most of the cases.

Doing reputation management right is a hard thing and as you said probably every system can be somewhat manipulated. It might be possible though that the system itself learns over time with a lot of data and thereby self-improves. Technology makes a lot of things possible so maybe we get close to perfect reputation management one day. Good to have projects tackling this area.

afaik i read somewhere that china is already planning their own reputation system to monitor it citizens much better. maybe this could be come in handy for chinas government

They already said that they have an AI "checker" and if this isn't enough they will manually check every ratings, which is a huge amount of work so better to have a good AI

Yes the Ai park will do the hard work to identify the "false" statements, but after a human must take this manually to check in order to make this case working.
