Maybe just participating in a pre-sale/crowdsale would do?

How will you prevent people just sharing the Member car with other people?

I guess the member card will bind to the user.

How can you bind it physically to someone if the card does not include ID verification or some form of id?

I don't believe you can buy RTC after the crowdsale as they will be burned if unsold during crowdsale.
