And so with that, Casimero needs to make a move by fighting rank boxers. That's the only way that Inoue will be interested on him, if he still can proved himself at 122 lbs.
Inoue would only be interested if the fight is a mandatory fight. If he has other options, such as a unification fight, he would gladly accept that. So, although Casimero will work hard to improve his ranking, there is no assurance that he will have the opportunity to fight Inoue in the future.

Either Casimero will get a title or he will be on the Rank 1 of their weight and be the contender if ever Inoue wins the fight against Fulton. But I still doubt it will happen, the target will be unification so Tapales will be the apple of his eye if ever he will not lose his belts.
