As for me, I strongly believed that this is the right time to invest into altcoins. Now is the right time to look for some ICOs that have future and invest into them. With a little amount you can invest now and have quantity of the coin wait while the price increase you sell off some and make good profit from it.
Before you decide to buy it. I believe that you need to study the market first and wait until the bitcoin reach his lowest value and buy it. Then hold it until bitcoin recover his loss to make more profit. 
I think we need to wait for a while because I see the price wants to get down again but still I am not sure although now is the best time to buy but for me, it is good to wait for more so I can see the price is really getting down. but if you want to buy right now, then you can do it while the price is down and you can buy again if the price is down deeper later.

I support your opinion. Most people are very scared, they are afraid that all the altcoins will go down forever and the market is almost collapsed. That is an extremely wrong thought.I think, if you really invest in your atlcoin then you have to really trust it. Trust your judgmental talents. That will help a lot in investing in altcoins.

This is the best time to buy bitcoin, but i wouldn't recommend buying big amount, buy couple of hundred dollars, and see if it drops further, then buy again. I made a mistake 2 weeks ago buying big amount, now i am almost 40% loss. Hopefully it will go over 12k soon.

Lately bitcoin and other altcoins are experiencing big dips and with the price fluctuates every minute, we should grab and take advantage while the price is not yet pumping. Yes this is definitely I good time to buy, for sure whales are now taking advantage of what's happening and people with smaller investments are already cutting some losses and doing such panic sell in afraid of losing all of their investment into btc and alts.
I heard the market dropped down because in India, the government wont let people to invest on crypto, but top of that i still believe that market will be back to its place, if you want to invest, it is a great time, buy and hold !!

Yes, this is the right time to buy. The price of all coins including bitcoin goes down very deep. It would not be profitable if we sold it. One way we can do is to buy and hold it until the price re-rise. I'm sure prices will rise in the next few months.
