It totally depends on your personal and business needs and your expectations and approach from the market side. But there are some offers which were recently seen in many exchanges to buy the altcoins like Beef coin, Litecoin, Siacoin. I can see that the months on June, July and August are having some best track record where you can see some good time to pick altcoins with BTC at an affordable price and also search in localbitcoins.com where the offers are been offered from the private dealer.
When bitcoin goes down, most of the altcoins go down too so I think there's no point waiting bitcoin to go down before buying some altcoins.

In my opinion, this moment is not good to buy Altcoins using BTC because the price of Bitcoin is still cheap, maybe Altcoins will be cheaper if Bitcoin rally. It depends always in your plan. Always have a plan before trading if your will go for short term, mid term and long term trade.Agree. However, I am not quite sure that the altcoins circulating today will ever increase their value. So my advice would be to plan well ( understand your goals. If it is long-term you need experience and expertise to identify them. According to an official report in China, the average lifetime of an ICO is 15 months. Think about it for a minute. Hundreds are published on ICO listings daily, and how many of those will survive in the next couple of years?

If you have Bitcoin just hold your investment because this will going to peak in future and if you believe to altcoin investment you should buy know but don't use your Bitcoin you should spend your fiat currency it will make profit or you should believe the Bitcoin only you can buy more BTC. My suggestion is Cryptocurrencies are already start to bull run so this month or next month all the coins are going to moon.
If you wait more and more, i'm sure that you will never do what you wanna do now will you do tomorrow. This is very low price of crypto, this is your golden chance for bigger profit in the future. When the price getting higher, i bet you won't do that.
