If you want to invest for long term holding then it is always a good time to buy. The whole market have a long way to go and altcoins will grow in the next years. On the other side is it also important to choose the right altcoin to invest.
I think it's a good time to buy some altcoin for short-term or long-term investments, I'm sure altcoin will have a good value by the end of this year, I guess bitcoin prices will not fall too low, if you have a lot of money, buy Bitcoin and keep it for a long time.
Depends on the altcoins. I have a list of altcoins that I try to buy with every major drop. And those that I do not know I try not to buy until I well study its market.
I think there is no reason to wait more, it seems that bitcoin's price will not go to $4000-5000, as it is low and close to $6000 it is probably good time to buy bitcoin or undervalued altcoins.

It depends always in your plan. Always have a plan before trading if your will go for short term, mid term and long term trade. If you ask me if you planning for long term any cryptocurrencies right now are super sale compare the price of them in the future once crypto are totally adopted in our world and once said it is for long term it could take 2 or 3 years and it needs a lot of your patience.
