I think you should use eth to buy alts. I suggest to you for many reasons. If you will trade on decentralized exchanges, you should have ethereum. But if you will trade on centralized exchanges like as Binance, it is better to have bitcoin.
I will rather buy altcoin and some token with fiat if the option is available, Bitcoin and ethereum is too valuable to spent on any coin that might not last! Nobody really know if these coin will succeed or not. But bitcoin and ethereum is different!
Better if you buy altcoins, divide your funds in both since both of the coins do have great potential to grow someday.
