How many people are setting clocks with the Claymore flags?  Is it more stable that way compared to using Afterburner or Wattman?

I notice no difference.  However, I recommend you do it in a manner that re-sets the clocks to your settings in the event of a reboot.  Why?  Wattman will reset to default in a crash and you will lose your settings.

Use the Claymore flags in your reboot script, or use a WattTool command line and a  wattool.ini file for each GPU in your script.

I have tried downloading wattool in the past, but was unable to, where can I get it?  I switched from wattman to CM flags, but XMR miner doesn't let you change voltages, only clocks (Polaris)...

I have put the environmental variables in the System->Advanced System Settings->Environmental variables, if this isn't where they were supposed to go please provide directions on where to put them.  I have manually set page file in windows to 18GB to exceed the 16GB minimum you listed.  When I try to use the -ethi 4 command it tells me it's not recognized.  As you can see from my batch file below I put in a 60 second timer before the script is run.  Any help you could provide would be much appreciated.

Environment variables go into the batch file you use to run the miner. There is a start.bat in the miner folder. Edit that and add your environment variables before you run the miner.

For example

Code:
setx GPU_FORCE_64BIT_PTR 0
setx GPU_MAX_HEAP_SIZE 100
setx GPU_USE_SYNC_OBJECTS 1
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_SINGLE_ALLOC_PERCENT 100
ZecMiner64.exe

Also you mentioned the -ethi command isn't working. I believe that the command line can only handle a certain amount of variables. You have to use the config files (and why wouldn't you? I can't believe all the people that ignore them) if you have 3 or more commands on the command line. I think if you try the config files you'll find the -ethi 4 command will work.  There should also be a config file in the root of your Claymore Zcash miner folder. There you can also find fun things like epools which is a config of your backup pools. (epools is left over naming scheme from his ethereum miner.)

TROUBLESHOOTING

1. Install Catalyst v15.12 (for AMD cards).
2. Disable overclocking.
3. Set environment variables as described above.
4. Set Virtual Memory 16 GB.
5. Reboot computer.
6. Check hardware, risers.
7. Set some timeout in .bat file before starting miner at system startup (30sec or even a minute), and try "-ethi 4" to check if it is more stable. It can help if miner is not stable on some system.

I've tried all the above steps to no avail, right after video card detection (which it is detecting properly) I get zecminer64.exe has stopped working
It wasn't suggested in your troubleshooting but I did install AMD opencl 3.0 as I had that resolve issues on another one of my rigs.  This computer is a I5-2500s with 8GB and an R9 Fury.

It takes a lot to build but not much to lose
which pool is giving good payout now?
dwarf giving me .25zec on 3000h/s

You might want to give https://zec.suprnova.cc a shot.

XMR is the best mining option right now. 686 h/s on my Rx 480  Grin 1235/2145  Grin

700-710 h/s on Rx 480 nitro stock ,temp 60 , fan 40%
770 h/s on Radeon RX480 8G

Do you get any low difficulty rejects? I get about 5% rejects when I ramp up core at 1270 and mem 2100 (strap 1750) leading to ~770h/s
What are your settings?
Kindly share
-Thank you

What's the reject reason?

There is some error in the execution at high memory OCing coupled with tightening of memory straps. So I would say just wrong results generated by card

Miners developer
Claymore, the miner is not working correctly with ZCL. Whenever I try to mine ZClassic, it mines for a few minutes but as soon as the DevFee round comes, it tries to connect with the dev pool but at last, the mining almost stops.

Is there any solution for this?

You did not explain what happens exactly. Does it fail to connect? Why? PM me your command line (or config.txt if you use it) and also you can send me log file.

use a pool that supports devfee mining and/or -allpools 1

Huh?
XMR is the best mining option right now. 686 h/s on my Rx 480  Grin 1235/2145  Grin

810 h/s on stock clock and memory R9 390, undervolted -150mv Grin

815 on a 480 8G, clocks 1190/2100 and an undervolt of -62 Wink

Obviously not stock  Grin

What straps?

Custom, not just copy pasting..
