**I got the number on wattmeter from = system power consumption when mining - system power consumption when not mining.
Can anybody with good knowledge here give his professional opinion on the difference between the number reported by GPU-Z and wattmeter? & where this difference come from?

GPU-Z is for the Core only and does not include the PCB etc. Secondly to properly measure the Power at the wall using a wattmeter you need to mine with 1 card and take a reading and then mine with 2 cards and take a reading. That is the most acurate way to measure it.
If you measure the system at rest and then mining with 1 GPU it is not as accurate as the mobo, CPU, RAM etc use more electricity when mining then at rest. It is a small number but it is still a difference.
