Will be a little safe if you do inves in the beginning stages because most of the ico now is to hit and run and rarely see a project that indeed has a good plan in te future. Several times I went to the ICO who is only interesting in the beginning and then end up with a scam or the project is abandoned. We should see the whole project before making a long term investment.
As of now, I have seen and heard of many ICO projects that turns out to be a scam and some of it is pure legit ICO but after the conclusion of the sale, the developers is gone without a trace. Now my question, is it still safe to invest? And if it is, where can I find a good ICO that is good for investment and good in terms of bounty campaign. Please can anyone help me.
Making any kind of investment is not totally 100% safe, each of them always have the risk, low and high risk also will give low and high profit. If you're still confuse how to choose good ICO, you can use some ico rating website, in there, all plus and minus can be found
Now I would not invest in ICO and can not advise anything. Worthy projects is too little. You can invest in a coin that has a working project with a specific product. It's safer. With the ICO project, you can easily make a mistake.

Every day, investing in new ICOs is becoming more and more dangerous. The reason is, first of all, in a bad market situation, investors cannot sell their old investments to get capital for new investments.
Also recently, more and more projects become scammers.
ICO are high risks and need really much time for research. Currently invest in the Top coins best option. XLM, BCH already started climbing even XRP also. Still we can dive in ETH or BCH. 
Offcourse its not safe . Crypto is risky investments but it can be highly profitable with gains that you can not get anywhere else in the markets .Just invest 5% off all your savings and forget about it . You will see in couple of years unimaginable gains for sure just like people who invested couple of years ago in BtC had last year
Keep in mind that it is never a safe investment, especially if you make any investment outside the top 10, that's what makes this market so attractive, volatility, because you can lose in one week 50% of your investment and the following week gain 100%, although from what I see these last months are pure loss for many.
I believe that there are still good ICO's in the current situation but you need to make a depth research on that particular ICO to prevent from being scam. However, if you want a more reliable investment, try the existing top 20 altcoins at least these coins existed already for quite sometime.

investing in ico is no guarantee of being safe from the first ico appearing. You must know that, and as you say. but the conclusion is you can invest in altcoins that have been traded to get good luck, there are many choices and I think some ico really can provide big profits.

Why do you think about investing only in new projects ?! I think now is a very good time to open the https://coinmarketcap.com and analyze projects that already exist. The bear market gave us the opportunity to buy coins / tokens that have lost a lot from their capitalization. Correct, their are a lot of investment that can we called a big opportunity because it follows the right directions and the right way to go. Their are scam but we need to find the right and fitted for us so that we are leading to success. The purpose of the white paper is to look for it to identify the right one. 
I wont support the notion that all projects that kept quiet after crowdfund are all scam project. Some are only trying to control the price of the token not to fall the way coins are falling this year. Projects like darcmatter, Hdac, rootproject are still following the road except getting on a good volume exchange though they have the capacity and product.

of course it's still safe, because in my opinion there is no reason if investing in crypto for now is not safe, that's because :

Yes it is, but in terms of good discernment the investor must first analyze the ico and make research on it before putting investment, and the investor should know about the risks.
What do you think yourself, is it safe to invest in ICO when there are so many scams around and how you yourself wrote they just disappear about ICO? I think the answer is obvious and there is no such site that you would have provided some useful information that some ICO is not a fraud.
