Deposit and withdrawal are essentially very similar transaction: you make transfer from one wallet to another, therefore it has the same requirements for confirmations. Your coins that has been deposited are not the same coins you'll receive after withdrawal.

I understand what you are trying to say but here is something you can do to improve
On the request of withdrawal, pay the user from the address the user had deposited before. If the withdrawal amount is more than the deposited amount then the rest amount should be taken from the hot wallet
In this way you will be able to prevent the users from abusing your system as Coin mixing service which can put you in trouble someday
