I think in Q1 2019 the price of ethereum will increase at least 20-25% from the current price. and maybe in Q3-Q4 the price of ethereum will increase many times the current price. No one knows the crypto price in the future, but at least we can predict by analyzing everything related to crypto and I see that ethereum prices will rise again this year

Same. In my opinion, what's been keeping Ethereum back from rising in price (apart from Bitcoin decling in value across the crypto market) is the delay in its Constantinople network upgrade. Of course, it's better to have a fully functional upgrade without bugs, than compromising the whole Blockchain. But this recent delay will cause the price of Ethereum to depress further because of people losing faith on it.
Hopefully, with the next network upgrade, Ethereum could become faster and cheaper than ever to experience a slight boost within the crypto market. Even if this happens, Bitcoin will still need to rise towards new ATHs before Ethereum could rise again back to $1,000 and above. Which means, that it might take some time before Ethereum's prices go back to normal. Just my opinion
As the biggest bounty platform, Etherher should always make improvements to gain trust from the public. and it is no longer a secret if Etherum is hit by many issues that make it fall. but I'm sure Etherher will rise again.

Another delay of the development upgrades ( Constantinople ) was not what we would expected from ETH. It should move

Ethereum will definitely rise again when the crypto market rises. The huge dump in Bitcoin has brought about the reduction in the value of Ethereum. But I am expecting that when the hardfork of Ethereum is finally finalized there can be an increase in the price of ethereum.
